Yes, I can understand your issue since a friend of mine is having a similar one with the bus he is modelling.
The textures you're using now look really good, a pretty good step ahead in quality.

So, I belive that a good idea would be to now focus on re-working the diesel interior while working on the Volvo dash, as the outiside looks already pretty clean to me, leaving the hybrid version for later.

In my opinion, the release should happen as soon as you are happy with the model and textures, doesn't matter much if it's only the diesel version.
Same thing goes for the dash, if you want to release just the Actia in the firts pack do so, but if you want the Volvo dash to be in the first release feel free to wait as long as you need.
